REQUEST FOR PROPOSALS FOR

TEMPORARY STAFFING AGENCY & PAYROLL SERVICES

April 3, 2026 – CareerSource Suncoast is issuing this Request for Proposal (“RFP”) to solicit qualified organizations to provide Temporary Staffing Agency & Payroll Services. Selected Proposer will perform the role of employer of record for participants in temporary employment performing disaster recovery and humanitarian aid work under the National Emergency Dislocated Worker Grant.

Request for Applications for Program Year 2026-2027 Eligible Training Provider List

April 1, 2026 – CareerSource Suncoast (CSS) is accepting Training Provider Applications for

consideration of being added to the Eligible Training Provider List (ETPL) for

Program Year (PY) 2026-2027 (July 1, 2026, through June 30, 2027).

Completed Provider and Program Applications for PY 2026-2027 ETPL must be submitted

electronically by 5:00 pm, Thursday, April 30, 2026.

Important! The 2026-2027 Demand Occupations List (DOL) is pending release from the Florida Department of Commerce (FloridaCommerce). Please note that all program application approvals submitted are contingent on connection to the PY2026-2027 Local Targeted Occupations List (LTOL). The LTOL is developed from the State DOL and identifies occupations eligible for training scholarships utilizing CSS’s Workforce Innovation and Opportunity Act (WIOA) and other workforce funds. CareerSource Suncoast issues training scholarships to authorized local training providers on behalf of qualified individuals.

Training Providers who meet the criteria referenced in the Training Provider Eligibility and wish to be represented on the CSS PY2026-2027 ETPL must apply following the process outlined on the

CSS website page Become a Training Provider – CareerSource Suncoast.

Occupations must be reflected on the PY 2026-2027 LTOL and have an average wage at placement of $18.00* per hour and a 60% minimum graduation/completion rate.

*Average wage at placement may be adjusted based on the Regional Demand Occupation List

released by the state.

Completed Provider/Program applications for the PY 2026-2027 ETPL must be submitted by 5:00 pm Thursday, April 30, 2026.

Local Workforce Development Board (LWDB) Request for Extension to Provide Direct Services

Suncoast Workforce Board, Inc., doing business as CareerSource Suncoast (CSS), is applying for an extension of the designation as direct service provider of certain workforce services in Sarasota and Manatee counties through June 30, 2029.

CareerSource Suncoast, the Local Workforce Development Board for Area 18, hereby publishes its intent to apply for an extension of their designation as a direct provider to provide the public with an opportunity to comment on the proposed extension.

Public comments must be received no later than March 20, 2026 and can be sent to Christina Witt, Senior Director of Economic Development, at cwitt@careersourcesc.com (subject line: Provide Direct Services).

REQUEST FOR QUOTES – SUMMER YOUTH EMPLOYEMENT PROGRAM

Development and delivery of youth focused personal development and job skills training workshop.

The successful bidder will contract to audit and prepare the IRS 990 for program year July 1, 2025 through June 30, 2026.

Local Targeted Occupations List for PY 2025-2026 Solicitation for Local Input

July 7, 2025 – CareerSource Suncoast (CSS) is soliciting local input from business and industry
representatives regarding the need to add occupations to the areas Local Targeted Occupations List
(LTOL) currently in development. Once finalized, it will remain in place from July 2025 – June 2026. 

Submission deadline is 5:00 pm on Monday, July 14th, 2025.

May 1, 2025 – CareerSource Suncoast (CSS) is accepting Training Provider Applications for consideration of being added to the Eligible Training Provider List (ETPL) for Program Year (PY) 2025-2026 (July 1, 2025, through June 30, 2025).

Summer Youth Employment Program Pre-employment Services

CareerSource Suncoast (CSS) currently offers a Summer Youth Employment Program (SYEP) to underserved youth ages 14-19 in Manatee and Sarasota County. The SYEP provides local youth with job skills training, financial literacy, access to summer employment and post-employment services.

CSS is seeking quotes from qualified organizations for the following services for ninety

youth in Manatee and Sarasota Counties:
- Provide transportation to and from the Job Skills Workshop event for forty-five

(45) SYEP participants.

Development and delivery of youth focused personal development and job skills training workshops.
Host a multi-county SYEP hiring event for up to fifty (50) potential employers and ninety (90) youth participants.
Host a SYEP wrap-up session for all participants, employers, and parents/guardians.

Through this announcement, CareerSource Suncoast (CSS) is soliciting public comment to its 4-year Local Plan under the Workforce Innovation and Opportunity Act (WIOA). The 30-day review period will end at the close of business on August 31, 2024.

The draft Local Plan is available for review here.
